The Home Rule Coalition is a group of concerned Floridians who have witnessed the erosion of home rule, local government, and citizen input.

This isn’t about politics- it’s about power and returning it to the people from the politicians.

Our Mission is simple:

    David Will relocated in 1989 from Chicago to Redington Beach, FL. For over four decades, he has dedicated himself to the betterment of the vibrant coastal community. He raised his family in Redington Beach and owns and operates a local concrete company. Embracing the local climate, his enjoyment of activities like boating, fishing, and exploring the outdoors, have given him first hand knowledge of  the challenges that nature brings to barrier island life. 

    David has served as the Mayor of Redington Beach since 2021. As Mayor, he manages all town operations, including public works, road projects, finances, legal matters, and daily administration. He also oversees storm preparation and response, ensuring our community is well-prepared and resilient in the face of natural disasters. Additionally, David represents Redington Beach at the state level, engaging with legislators and participating in various committees to address the community's concerns.

    David is the Vice President of the Suncoast League of Cities, President of the Barrier Islands Government Council, member of the Mayors Council, and representative for Forward Pinellas. He also chairs the Gulf Beaches Library Board and leads the Boat Parade Committee.

    David’s commitment to community service remains unwavering, as he continuously seeks ways to contribute meaningfully to the growth and prosperity of Redington Beach.

    Dawn Peters is a dedicated Florida native with deep roots in her community. As a successful businesswoman and devoted mother of two, Dawn’s commitment to the education of children and local affairs is evident in her broad scope of volunteer work across Pinellas County since 2007. Her efforts have spanned public schools, veteran and first responder charities, and local government campaigns.

    Dawn’s extensive volunteer opportunities have provided her with a unique perspective on the complex interaction between state and federal laws and their impact on local municipalities, school systems, and charities. Her role on the Pinellas County School Board has further deepened her understanding of these dynamics, particularly the challenges posed by legislative changes that diminish local authority and voter influence.

    Passionate about local governance, Dawn ran for and was elected to the Pinellas County School Board in November 2022. She advocates for statewide educational campaigns to empower municipalities, organizations, voters, candidates, and officials. She believes that informed participation at all levels is crucial for effective local government and upholding the principles envisioned by our founding fathers. 

    Dawn continues to champion the importance of local voices in shaping the future of our communities, striving to ensure that every individual’s input is valued and impactful in the democratic process.

    Jadan Horyn is a seasoned strategist and communicator. After getting his start in DC as the executive producer of the #5 Talk radio show in the Nation "The Laura Ingraham Show" and serving as her FOX News Liason he went on to serve as a senior staff member for multiple members of Congress while working with notable figures advancing public relations strategies.

    He then served as spokesperson for two non-profits in New York, one focused on good governance, Reclaim New York and the other; The American Jewish Congress where he served as the UN/Washington Liaison. He self-exiled from Washington DC to Midtown Manhattan and then in 2022 became a Pandemic refuge in Miami Beach, Florida. He serves as an officer in the Florida State Guard overseeing public affairs for his unit. He travels extensively seeking diverse perspectives that allow him to present an authentic report on the real-world impact of DC’s political and policy prescriptions. He believes intensely in the power of human stories to combat misguided social engineering. He has appeared on hundreds of media outlets and writes on the intersection of culture & politics.


    He has worked with high-profile politicians, media figures, athletes, designers, models, and CEO's providing media coaching, counsel, advice, and training.
